شناسایی عدم‌قطعیت‌ها، پیشران‌ها و راهبردهای پایداری معیشت وابسته‌به مرتع‌داری در جوامع روستایی (مطالعۀ موردی: مراتع ایران تورانی سیستان و بلوچستان)

چکیده

این مطالعه سعی دارد عدم قطعیت‌ها، پیشران‌ها و راهبردهای پایداری معیشت مرتع‌داری در روستاهای سیستان و بلوچستان را شناسایی کند. بدین منظور از مصاحبه عمیق با خبرگان دانشگاهی و اداری استفاده شد. در این پژوهش برای انتخاب نمونه‌ها از نمونه‌گیری هدفمند و گلوله برفی استفاده شد. روایی مصاحبه‌ها تایید شد و برای تایید پایایی مصاحبه‌ها نیز از روش باز‌آزمایی استفاده شد. پیشرانهای کلان یا کلان روندها تعیین و عدم قطعیت‌ها با رویکرد استیپ در 5دسته کلی قرار گرفت و نیروهای پیشران متناظر با عدم قطعیت‌ها شناسایی و با سیر مراحل دلفی و کسب سطح توافق 75درصد به‌عنوان پیشران‌های کارا استخراج گردید. نتایج نشان داد در همه گروه‌ها عدم قطعیت وجود داشته و برنامه‌ریزی می‌بایست متناسب با آن انجام گیرد. بیشترین خوشه‌های عدم قطعیت در حوزه‌هایی مانند خدمات حمایتی، مدیریت طرح مرتع‌داری، توان تولید مراتع و پوشش‌گیاهی و منابع آب شناسایی گردید. در زمینه پیشران‌ها نیز عامل مدیریت (سیاسی-مدیریتی- قانونی) مهم‌ترین پیشران‌های اثرگذار بر پایداری معیشت روستایی معرفی گردید. در خاتمه راهبردها با نظر نخبگان و فرایند دلفی تعیین و از میان راهبردهای محوری، 30 راهبرد که دارای وزن اثرگذاری تقریبی 80 درصد بودند منطبق با نظریه پارتو به‌عنوان سناریو محوری انتخاب و معرفی شدند. نتایج این پژوهش نشان داد در برنامه‌ریزی پایدار معیشت مرتع‌داری برای روستائیان و عشایر مهم‌ترین ارکان مدیریت و قانون‌گذاری، اقتصاد منابع طبیعی و توان تولید مراتع می‌باشند. در کنار این موارد، ارکان انسانی، فرهنگی اجتماعی و زیرساخت‌ها نیز سهم خاص خود را دارند و پایداری معیشت مرتع‌داران زمانی حاصل می‌شود که برنامه‌ها بر اساس سناریوهای دینامیک و فراگیر بنا شوند و علاوه بر ایجاد استراتژی‌های محوری در حوزه‌های اجتماعی، اقتصادی، علم و فناوری، محیط‌زیست و سیاست و قانون‌گذاری، راهبردهای اجرائی مدنظر قرار گرفته و با تأمین نیازهای مبنایی زمینه پویایی و پایداری ایجاد گردد.

چکیده [English]

This research try to Identify Drivers, uncertainties and sustainability livelihood strategies of Rangemanagment. For this purpose we used Deep interview by experts. In this research, purposeful sampling and snowball, which is specific to qualitative research, was used to select the samples. Then we have identified mego Drivers or macro trends and grouping in 5 categories based on STEEP approach. Finally we extracted every drivers that affects on uncertainties as effective drivers. Results showed, that uncertaintiesm are find in all categories and planning must be note to thise issue. The most clusters of uncertain was in fields of supportive services, range plans management, range production extent and vegetation cover, and water resourses. In field of drivers, managenal factors are the most effective drivers on sustainability of rural livelihood. Finally strategies were determind based on elits opionos along Delphi process. Among strategy that their effective weight are moer 80 % core have selected and identified as core scenarios. The results of this study showed that in the planning of sustainable livelihood for villagers and nomads in order to rangemanagment the most important components are the legislative and management, economics of natural resources and the extent production of pastures. Besides these cases, the social, cultural and human components and infrastructure of range beneficieries sustainability the plans construct on the dynamic and integrated scenarios, in addition, creation of core strategies in fields of Social, Economical, Technical, Environmental, Political and Legislative also implementing strategies with considering of basic requirements would be important for sustainability.
