Urban decayed fabrics are key issues in urban planning and management. Neglecting them weakens quality of life, increases vulnerability to natural hazards, and disrupts sustainable urban development. This research aims to identify decayed areas in Latifi city, a district of Larestān County, focusing on physical and functional indicators. A literature review extracted common criteria from domestic studies, resulting in eight selected criteria: building material type, building quality, fabric permeability, building age, plot size, access to educational services, access to healthcare services, and surface water drainage system status. Expert surveys were conducted to prioritize each criterion. Multi-criteria decision-making models revealed that building material type and building quality had the highest weights, while access to healthcare and educational services and plot size had the lowest weights in determining decay. Due to the complex and multifaceted nature of urban decay and the difficulty in precisely defining the boundary between "decayed" and "non-decayed" areas, fuzzy logic within GIS tools was used. Results from overlaying the criteria using the fuzzy gamma operator showed that Latifi's central area, including the historical core, has the highest level of decay, comprising 18.5% of the city's service area. This research's findings, by accurately identifying decayed areas, provide a foundation for urban regeneration planning, resilience enhancement, and improved quality of life for residents
