The development of ecotourism as a sustainable approach in tourism requires the active participation of local communities. This research aimed to present a paradigmatic model for utilizing the capacities of local communities in the development of ecotourism in the Uramanat region of Kermanshah Province, using a grounded theory approach. Data were collected through semi-structured interviews with 18 local stakeholders, including tour guides, members of village councils, and environmental activists, and analyzed using Atlas.ti software. Five main categories emerged in the form of a paradigm model: causal conditions (scientific awareness and belief in local capacities), contextual conditions (economic constraints and cultural values), intervening conditions (institutional support and facilitation by local leaders), strategies (specialized training and collaborative management), and consequences (sustainable income, cultural preservation, and improved quality of life). The findings revealed that indigenous awareness and belief in the unique cultural and natural values of the region significantly strengthen local participation motivation, while economic limitations and infrastructure weaknesses create serious challenges. Institutional support and the role of local leaders in facilitating communication have smoothed the path of development in Uramanat, with educational and participatory strategies leading to economic and cultural sustainability. This model emphasizes the synergy between social capital, empowerment, and sustainable development, offering a localized framework for ecotourism policymaking in the Uramanat region of Kermanshah Province. It is recommended that future planning for the sustainability of ecotourism in this region focus on community-centered education, targeted financial support, and strengthening local participation.
