شناسایی و اولویت‌بندی شاخص‌های سیستم حمل‌ونقل هوشمند در کاهش ترافیک (مطالعة موردی: شهر بندرعباس)

چکیده

رشد سریع شهرنشینی و افزایش تعداد خودروها در شهر بندرعباس، مشکلات عدیده ترافیکی را به­دنبال داشته است. در پژوهش حاضر، با هدف بهبود وضعیت ترافیک و افزایش کارایی سیستم حمل­ونقل، به شناسایی و اولویت‌بندی شاخص‌های کلیدی سیستم حمل­ونقل هوشمند پرداخته شده است که به­لحاظ هدف، کاربردی و از نظر نوع و ماهیت، توصیفی–تحلیلی است. در این پژوهش، ابتدا با مطالعة ادبیات موضوع و بررسی تجارب سایر شهرهای مشابه، شاخص‌های مختلفی که در کاهش ترافیک مؤثر هستند، شناسایی­شدند، سپس با استفاده از تکنیک ترکیبی «ای­ان­پی» و «دیمتل»، اهمیت نسبی هر یک از این شاخص‌ها از دیدگاه 50نفر از خبرگان حوزة حمل‌ونقل، برنامه­ریزی شهری و مدیریت شهری تعیین­گردید. نتایج تکنیک «DANP» نشان­داد در سیستم حمل­ونقل هوشمند بندرعباس، درحالی­که شاخص‌های عملکردی در سطح مطلوبی قراردارند، شاخص ایمنی به­طور قابل­توجهی پایین‌تر است. این اختلاف نشان می‌دهد که اگرچه سیستم از نظر عملکردی کارآمد است، اما ایمنی به­عنوان یک چالش اساسی مطرح بوده و نیازمند توجه ویژه و اولویت‌بندی در برنامه‌ریزی‌ها است. در نهایت، با توجه به نتایج حاصل از این پژوهش، می‌توان­گفت که پیاده‌سازی سیستم حمل­ونقل هوشمند با تمرکز بر شاخص‌های اولویت‌بندی­شده، می‌تواند به­طور قابل­توجهی به کاهش ترافیک، بهبود کیفیت هوا، افزایش رضایت شهروندان و توسعة پایدار شهر بندرعباس کمک کند.

The rapid growth of urbanization and the increase in the number of cars in Bandar Abbas city have led to numerous traffic problems. The present study, with the aim of improving the traffic situation and increasing the efficiency of the transportation system, has been focused on identifying and prioritizing the key indicators of the intelligent transportation system, which is practical in terms of purpose and descriptive-analytical in terms of type and nature. In this study, various indicators that are effective in reducing traffic were identified by first studying the literature on the subject and examining the experiences of other similar cities.Then, using the combined ANP and DEMETL techniques, the relative importance of each of these indicators was determined from the perspective of 50 experts in the fields of transportation, urban planning, and urban management. The results of the DANP technique showed that in the Bandar Abbas intelligent transportation system, while the performance indicators are at a desirable level, the safety index is significantly lower. This difference shows that although the system is functionally efficient, safety is a major challenge and requires special attention and prioritization in planning. Finally, according to the results of this research, it can be said that the implementation of the intelligent transportation system by focusing on the prioritized indicators can significantly contribute to reducing traffic, improving air quality, increasing citizen satisfaction, and sustainable development of the city of Bandar Abbas.
