تبیین موانع و الزامات توسعة کشاورزی در واکنش به پیامدهای خشکسالی (مورد مطالعه: روستاهای هامون)

چکیده

پژوهش حاضر، با هدف تبیین موانع و الزامات توسعة کشاورزی، در واکنش به پیامدهای خشکسالی در مناطق روستایی هامون انجام شده است. این پژوهش کاربردی و دارای ماهیت تفسیری و تحلیلی است و از لحاظ روش، در گروه پژوهش کیفی و کمّی قراردارد. برای تجزیه­وتحلیل اطلاعات، از نرم­افزار «SPSS»، روش تئوری زمینه­ای و مدل «کوپراس فازی» استفاده شده است. نتایج نشان­داد؛ مقولات (کمبود منابع آب، تغییرات اقلیمی، افزایش خاک و بیابان­زایی، فقدان زیرساخت­های مناسب، سازوکارهای نادرست در برابر خشکسالی، حکمروایی نامطلوب، غالب بودن رویکرد متمرکز و بخشی در توسعة کشاورزی و روستایی، سیاست متمرکز و قطبی و سیاست­های آبی افغانستان)، به­عنوان موانع توسعة کشاورزی در روستاهای هامون شناسایی شدند. در ادامه نیز نتایج نشان­داد، مقولات (همکاری­های بین­المللی، مدیریت پایدار منابع آبی، مقابله با تغییرات اقلیمی، توسعة زیرساخت­های مشترک، حمایت­های اقتصادی و اجتماعی و تقویت مدیریت یکپارچه) به­عنوان الزامات توسعة کشاورزی در روستاهای هامون شناسایی شدند. سپس، به­منظور همبستگی بین الزامات توسعة کشاورزی مطرح­شده و کاهش پیامدهای خشکسالی، از آزمون همبستگی پیرسون استفاده شد. در مطالعة همبستگی بین دو متغیر مطرح­شده، بررسی مقادیر ضریب همبستگی نشان­داد که بین تمام شاخص­های وابسته با متغیر مستقل (الزامات توسعة کشاورزی) رابطة مثبت و معنی­داری در سطح اطمینان 99 درصد وجود دارد. در نهایت نتایج تحلیل مسیر، گویای آن بود که الزام (همکاری­های بین­الملی) با مقدار اثر مستقیم 188/0 و اثر غیرمستقیم 078/0، بیشترین تأثیرگذاری را در کاهش پیامدهای خشکسالی در مناطق روستایی هامون را به­خود اختصاص داده است.

چکیده [English]

The present study aims to explain the obstacles and requirements of agricultural development in response to the consequences of drought in rural areas of Hamoon. This research is applied and has an interpretative and analytical nature and is in the qualitative and quantitative research group in terms of method. SPSS software, grounded theory method and fuzzy Cooperas model were used to analyze the data. The following categories (lack of water resources, climate change, increasing soil and desertification, lack of appropriate infrastructure, incorrect mechanisms against drought, undesirable governance, dominance of a centralized and sectoral approach in agricultural and rural development, centralized and polar politics, and Afghanistan's water policies) were identified as obstacles to agricultural development in Hamoon villages. The results also showed that the categories (international cooperation, sustainable management of water resources, combating climate change, developing common infrastructure, economic and social support, and strengthening integrated management) were identified as requirements for agricultural development in Hamoon villages. Then, Pearson correlation test was used to correlate the requirements for agricultural development and reducing the consequences of drought.
