چارچوب تحلیلی–تکرارشونده مبتنی بر شواهد برای بهبود دسترسی‌پذیری شهری سالمندان: مطالعه موردی بیرجند و مشهد

چکیده

افزایش جمعیت سالمندان در شهرهای ایران ضرورت بازنگری در رویکردهای برنامه‌ریزی شهری را افزایش داده است. این پژوهش با هدف توسعه چارچوب تحلیلی–تکرارشونده مبتنی بر شواهد برای ارتقای دسترسی‌پذیری شهری سالمندان انجام شد. رویکرد پژوهش ترکیبی و مبتنی بر تحلیل‌های فضایی و کیفی بود و دو شهر بیرجند و مشهد به‌عنوان مطالعه موردی انتخاب گردید. داده‌های مورد استفاده شامل ساختار شبکه معابر، توزیع خدمات شهری و مشاهدات میدانی از کیفیت محیط پیاده بودند. در این چارچوب، از منطق طراحی و برنامه‌ریزی مبتنی بر شواهد برای پیوند میان تحلیل، طراحی و ارزیابی استفاده شد. مدل پیشنهادی در چهار مرحله شامل تعریف مسئله، تحلیل فضایی، تولید سناریوهای طراحی و ارزیابی تکرارشونده سازمان‌دهی گردید. نتایج نشان ‌داد که نابرابری فضایی در دسترسی به خدمات و ضعف پیوستگی شبکه پیاده از عوامل اصلی محدودکننده استقلال حرکتی سالمندان هستند. همچنین سناریوهای مبتنی بر تقویت اتصال شبکه و بهبود کیفیت مسیرهای پیاده، بیشترین تأثیر را بر افزایش دسترسی‌پذیری داشته‌اند. به ‌گونه‌ای که سناریوی ترکیبی در مشهد و بیرجند به‌ترتیب موجب بهبود 31 و 38 درصدی شاخص دسترسی نسبت به وضعیت پایه شد. یافته‌ها بیانگر آن است که ترکیب تحلیل‌های کمی و کیفی می‌تواند درک دقیق‌تری از تجربه زیسته سالمندان در فضاهای شهری فراهم کند. در نهایت، چارچوب ارائه‌شده امکان استفاده در مقیاس محله و شهر را دارد و می‌تواند به‌عنوان ابزاری برای بهبود تصمیم‌گیری در برنامه‌ریزی شهری، کاهش نابرابری فضایی، ارتقای کیفیت فضاهای عمومی و افزایش تاب‌آوری اجتماعی سالمندان مورد استفاده قرار گیرد و قابلیت آزمون و انطباق در شهرهای دارای ویژگی‌های فضایی مشابه را نیز دارد.

چکیده [English]

An increase in the elderly population in Iranian cities has intensified the need to reconsider urban planning approaches. This study aimed to develop an evidence-based iterative analytical framework for enhancing urban accessibility for older adults. A mixed-methods research approach was employed, combining spatial and qualitative analyses, with Birjand and Mashhad selected as case study cities. The data used included street network structure, spatial distribution of urban services, and field observations of pedestrian environmental quality. Within this framework, the logic of evidence-based design and planning was applied to integrate analysis, design, and evaluation processes. The proposed model was organized into four stages: problem definition, spatial analysis, generation of design scenarios, and iterative evaluation. The results indicated that spatial inequality in access to services and weak pedestrian network connectivity are the main factors limiting the mobility independence of older adults. Furthermore, scenarios focused on enhancing network connectivity and improving the quality of pedestrian routes had the greatest impact on increasing accessibility. In particular, the combined scenario led to improvements of 31% and 38% in the accessibility index in Mashhad and Birjand, respectively, compared to the baseline condition. The findings suggest that integrating quantitative and qualitative analyses can provide a more accurate understanding of older adults’ lived experiences in urban environments. Ultimately, the proposed framework is applicable at both neighborhood and city scales and can serve as a decision-support tool in urban planning for reducing spatial inequality, improving public space quality, enhancing social resilience among older adults, and is adaptable in other cities.
