Assessing good urban governance solely on the basis of administrative data or, alternatively, only through citizens’ perceptions does not provide a comprehensive picture of the quality of urban governance. Organizational data primarily reflect institutional capacities, recorded performance, and formal mechanisms, whereas citizens’ assessments capture lived experience, accessibility, and perceptions of governance quality. This study aims to develop a comparative framework for assessing good urban governance in Tehran from two complementary perspectives: citizens and the municipal data system. The research is applied in purpose and employs a descriptive-comparative approach. Data were collected from three sources: the statistical yearbooks and organizational records of Tehran Municipality for the Iranian calendar years 1398 and 1399 (2019/20 and 2020/21), the views of 31 municipal managers and experts, and a survey of 384 residents across Tehran’s 22 municipal districts. The indicators were organized into six dimensions-effectiveness and efficiency, accountability, justice, participation, safety and security, and e-governance-and, after directional harmonization, were standardized on a 0-100 scale. The citizen survey indicated that the mean score of perceived urban governance in Tehran was 27.36. Districts 1, 2, and 3 received the highest assessments, whereas Districts 17, 20, and 18 recorded the lowest scores. At the variable level, social security received the highest score (58), while sustainability and collective participation recorded the lowest scores (14 each). Spatial zoning further revealed a concentration of relatively more favorable conditions in the northern districts and parts of western Tehran, while very poor and critical conditions were concentrated in several southern districts.
