Sand and dust storms (SDS) in arid and semi-arid regions, particularly in Ahvaz, are among the most critical environmental hazards that severely challenge urban resilience across physical, institutional, social, and environmental dimensions. Despite the proliferation of research on dust storms, there remains a significant research gap regarding the identification of key indicators of urban resilience and their prioritization within the specific context of Ahvaz. This study aims to analyze urban resilience indicators against SDS using a futures studies approach. This is an applied research conducted through a descriptive-analytical method. Data were collected via extensive library reviews, documentation, and a survey of experts. Thirty experts in urban planning and environmental studies were selected using purposive sampling, and the cross-impact analysis method was employed using MICMAC software to examine the relationships between variables. The results identified 16 key variables-including new infrastructure technologies, public environmental awareness, green public transportation, internet infrastructure, waste management, blue and green spaces, upgrading legacy infrastructure, institutional structure, local-government coordination, green belt development, institutional performance, comprehensive health programs, institutional frameworks, cultural activities, and agricultural production-as the primary drivers of urban resilience in Ahvaz. These variables possess high influence and low dependence, indicating a relative instability in the current urban resilience system. Findings demonstrate that integrating a futures studies approach with cross-impact analysis provides a robust framework for identifying policy priorities and enhancing urban resilience against dust storm hazards.
