The construction sector is a major consumer of energy- and material-intensive inputs, while a substantial share of its carbon footprint is generated through upstream supply-chain activities. This study quantifies the direct and indirect carbon emissions associated with private construction investment in Iran and their implications for the Tabriz, Iran. An Environmentally Extended Input–Output Analysis (EEIOA) was applied using Iran’s 2021 symmetric 38-sector input–output table and national energy balance data. Direct emissions were estimated from sectoral energy consumption and emission factors, while the Leontief inverse was used to capture indirect emissions embodied in intersectoral production linkages. Due to the absence of a regional input–output table, a spatial allocation approach was applied to estimate construction-related emissions in Tabriz. Results show that direct construction activities account for approximately 2% of total emissions, whereas nearly 98% arise through upstream production networks. Freight transportation (44.2%), cement production (24.7%), steel production (16.9%), and electricity supply (12.3%) were identified as the main contributors to indirect emissions. The carbon intensity of private construction investment was estimated at 2.930 tons of CO₂ per billion Iranian Rials. In Tabriz, a residential investment of 5,000 billion Iranian Rials generates approximately 125 tons of CO₂, with an uncertainty range of 107–144 tons. Sensitivity analysis showed that ±20% changes in steel and cement emission coefficients could alter total emissions by up to ±8.9%. The findings indicate that carbon mitigation in the construction sector should extend beyond on-site efficiency measures and address freight transportation, low-carbon material production, and electricity-sector decarbonization.
