Scrutiny on the Theoretical-ideological and Operational Foundations of Urban Development Programs (Case study: Rasht city)

Abstract

The current research aims to analyze the theoretical and operational development programs in the city of Rasht; For this purpose, based on contextual theory, the type of response to this goal was qualitative and based on documentary studies and in-depth interviews with 30 city-level experts. Then, by using MAXQDA software, open and central codes have been extracted and finally, selective coding has been done by taking advantage of the city''''s potential and the opinion of elites. The results of the studies show that the most important theoretical and ideological components in the causal dimension include the country''''s planning system and the content of comprehensive plans and implementation problems, problems related to the legal nature, property and assets of municipalities and judicial authorities, etc. .; on the other hand, the phenomenon includes the neglect of social issues, the tendency of demand to change the use of urban land in Rasht towards non-scientific orientations in urban development plans, etc.; In the strategy dimension, it includes directing the program towards the agenda of future actions, providing a matrix in which the environmental variables are regularly arranged and...; Finally, in the consequence dimension, it has included the reduction of increasing pressures caused by environmental changes, the development of continuous change dynamics, etc. It can also be seen in the operational part of the model that in the causal concept, the most important category includes deep deficiencies of the body and content; In the phenomenon section, the category of fragmentation resulting in the weakening and inefficiency of the system and urban plans; In the strategy section, the category of the need for radical self-improvement and targeted reconstruction with emphasis on the development requirements of pragmatism, and finally, in the consequence section, the category of non-use of existing solutions for operational and forward-looking development were the most important categories, each of which had its own implications.
